I am down around 190BC, have the Polybian reforms working along nicely, and in many cities in Italy have reached MIC-5 (or believe I have as I am building the extraordinarii - foot and horse). However, while I have built every blessed building available in Roma, and most in Capua, for example, I have not been optioned to recruit "Italic Generals..." So, what did I do wrong?? :dizzy2:
I built LVL-1 governments throughout Italy, and LVL-2 everywhere else that it was permitted. Was that "wrong?" Was i supposed to select some variant of "allied" government in certain cities? And if so, how do you know which?
I HAVE the EB-Recruiter. I've consulted it carefully. :book: Maybe part of my "problem" is the "Codes" are just a little too "arcane." For example, what is the difference in the recruiter for the Romani between "Factional," "Regional," "1," "26," "2," and "21?" I THOUGHT "Factional" & "Regional" were pretty self-explanatory 'til I started looking at the others!!
