How does BI.exe compare with ALEX.exe and how are they different from original?
BTW where's the thread for BI.exe?
and I'm sorry for repeating this thread when I already posted in the subforum. Mods/admins close the other one as no one seem to be seeing it.
Threads for BI are in the modding projects forum. Up top. Watchman is a good person to talk to on that note.

Where? How come I don't see it?
Oh and are these compatible with the first chort/elephant mod? And the AI formation mod?
Perform a find of EB Unofficial Modding Projects .
Also, entirely up to the BI mod pack you're using. Watchman's is I believe, but I don't use it.

I don't see Watchman's. How does it differ from Ferromancer's?
And how do the two compare with each other?

Watchman does not have a BI mod per say. Back in the .80 builds he put out an EDU which awarded BI attributes if you already happened to be running EB with the BI executable. It added a few other things but more along the line of fixes, IIRC. I do not believe it was updated however for 1.0, which is a shame because his was a well thought out process of awarding the BI attributes, IMO. Perfect for those of us ( like me :P ) who were to lazy to give it some thought and actually do it ourselves. Ferromancer's mod simplifies the process of running EB with BI for those who require such a thing and it also awards BI attributes to units.
As for unofficial mod compatibility:
It will not be compatible with any unofficial mod that provides it's own EDU. Such as the 2 you mentioned. Unless they have intergrated there respective EDU's. You can however use formation mods as there will be no conflict.
