Hello all I just had a quick question. I am currently playing as the Saka and have aquired all the cities needed for the Saka Reforms. Something that says Saka Reforms has appeared in each city next to the buildings which are found in the city. Does this mean the reform has happened? I have been playing a little while but am unsure how long since I captured all the cities.

If you can build Saka hoplites, Agema hellenikon or Agema hippeon hellenikon it has happened.
From what I understand of the situation, the reform has happened.

Kern, the problem is that there are a lot of areas that only have the nomad resource; which, prevents reform units popping up in their supposed AOR range in the unit finder.

So once the building like thing pops up in your settlements the reform has occured?

From the FAQ: "-You must hold Baktra, Marakanda, Alexandreia Eschate, Antiocheia Margiane, Alexandria Ariana or Taksashila for 4 consecutive winters."

Thanks everyone for answering my questions, it just so happens that the reforms did happen. Only 3 new units is kind of depressing, I thought it was going to be more dramatic.

3 uber sexy units at least. Too bad there aren't more unit slots.

Actually, the reforms are intended to be more like the Pahlava counter-part so as to somehow simulate the historical proceedings of the powerful Indo-Scythian hegemony, which was remarked by Indian authors to be similar to the civilization cultivated by the Parthians. Except we have never quite gotten to it, but it is at least in the agenda of making the reforms more inclusive in order to make the Saka more worthwhile in their campaigning game.
I will not give too much away; All we can say is that we have some spectacular plans for this particular area.

Also, when you conquer India, you get access to Indo-Greek units, which is to say that the Saka actually get their best infantry from India; therefore conquering India is a sort of mini-reform in itself. Additionaly, those Indian cities have some powerful economies, so you actually have the money to field your new troop types...

'Or Taksashila', or 'and Taksashila'?
'Or Taksashila', or 'and Taksashila'?
It says or, but I haven't looked in the script file to double check.

Or as in 'anything from the list will do'.
I'm playing as Saka right now to see the new units. I think I have satisfied the requirements, but I'm not certain which settlements can recruit the Saka hoplites and whatnot.
edit- it appears that the first city which can recruit them is baktra. A given city cannot have a "nomad" or "mixed" hidden resources. You have to NOT choose "migration" and instead built the allied government. This give you access to Hellenistic units.
