so, I'm playing as the Maks, and i'd sincerely like to get my new pezhetairoi. so, i used add_population on Arretium about ten or twelve times, but the stupid Ai Romaioi haven't upgraded it yet. WTF! please advise.

There´s nothing you can do about it, apart from taking the city and upgrading it yourself, or editing the files. If the Romans want their 30,000 new citizens to live in the dirt, then they´ll live in the dirt, no matter what you do.
