I tried it both in game via console and via script with no results. Has anyone else tried using this command successfully or is it just one of those that don't work?

It doesn't work in the console, but if you use a script it works. Thats how PBeMs are played; The next faction is "controled".

I already tried a script but I couldn't get it to work. But then again my scripting abilities are pretty much from this one page (https://forums.totalwar.org/vb/showthread.php?t=46738). Could you post how this is done?

If you are looking for a script in which you can control another faction, here is Myrddraals Hotseat Script Generator (https://forums.totalwar.org/vb/showthread.php?t=64876)
This script is easy to use, and allows you to play with more then one person (ie. friends, family, etc.) by having each player e-mail/upload their save file. The next person then loads the save file and activates the script...which uses the "control" command.
This way, one person can be Gaul and another Germany. The script supports as many players as there are factions (21 factions if you include slaves), so every single faction can be human controled.
Besides uploading, the script can be used to have multiple factions play on the same computer, or "hotseat", so you only need one computer.
Hope this is what you were looking for, if not you can try to edit the script and/or take a look at it to find what you need. IMO you shouldn't edit this script, though.
