Tougher rebles now?

In more than two weeks of play I had only lost two anti-rebel actions. Today I lost three.

Do the rebels armies become bigger and stronger later in the game - it's 42BC - or have I just been unlucky?

I do think the rebels actually get stronger when it's the end game, but more because this time usually provides the conditions required to create a stronger bunch of rebellious subjects.

Certainly I've been turning down a lot of suitors - on this difficulty level (VH/VH) most of the guys I'm offered are old.
