CTD with Arche Seleukeia

Hey guys,
just been playing the Seleukid in 259BC and in the moment I end the round and choose what to do with their last settlement the game crashes.

here some facts:
EB v1.0 -clear no mods
Vista 32bit

some things I tried already:
not activating the backgiund-script->CTD
killing the FM near tarsos (this guy betrayed me some rouns before) ->CTD
installing the fixes (just the retroactive)->CTD
