Is the acumen showed for a general is after the modifications derived from his V&V's or just his basic acumen to be calculated afterwards with the V&V modifications?

The stats shown, not only acumen, are the final stats, after very calculation. It means that if you have +2 in attack, your leadership will improve in an attack - and with him your number of stars. If your king has this virtue, it's a good idea to make him lead an attack if one son is 14...
