How soon can the Sweboz change from "Tribe" to "Warband"? I've just spilled over into Gaul, the Aedui are out of commission, and the Arverni are confined to Massalia. Is it date-set or must I do something further to make it happen?

it IS date set to attempt some historical accuracy, although the no-matter-what date is a little early for the AI to ever achieve it.

conditionally you have to be beyond 200BC in the timeline or somewhere in there (it's in the FAQ). then you have to have the coniditions met, which are Large Markets in 6-7 of your homeland provinces, with a level 4 MIC barracks in a foreign metallurgical zone- easy hint: they have mountains and thus more ore ~:)
