Ah i just love deliberate ambiguity.
Anyways i was wondering can EB hotseat and if so how??

Hotseat would have problems because of the Homeland/Subjugation/Alliance "buildings"/"resources" placed at the start of the game will only line up for one of the factions.

Other than the government buildings are there other problems? E.g. with recruitment?

Recruitment is directly tied with the government buildings so there will be a problem with that.
