Yes he should messing with it.

RV is there to help to figure out what unit can be recruited where, but because its primarily Editing tool for EB team it exposes some internal working of EB to the user.
This is what you want to have if you are EB moder and its really confusing to all others. Unless they are willing to learn how EB works.

This number represent building complex in RTW ( building complex in RTW consists from up to 9 buildings )

Number is the letter number in english alphabet. So MIC 1 is:
Barrack_A complex MIC 2 is Barrack_B and so on up to barrack 29

Barracks with MIC < 20 are native barracks for given faction.
Barracks wtih 20 < MIC <30 are regional barracks.
Barracks with MIC > 29 are for nomad faction and this have names:
nomadcamp MIC 30
nomadsett MIC 31
nomadherd MIC 32

So how does it work.
If you build Gov level one you get hight level building of native barracks available and very low building level of regional barracks available.

If you are Pahlava and are still nomad you can choose different province policies that will let you build buildings from MIC > 29 (Check out buildings trees and nomad faction documentation ).
When Phlava is settled you can build MIC 3 in some provinces
When you are installing allied government you can build buildings from MIC 23.

I hope this will help.
