How to make hording possible?

I've fixed EB for BI 1.6, it appears to work decently. At least it worked to start capmaigns and play a turn.

I would like to know how I add the hording ability to factions (for example the Saka, Sauromatae and Sweboz).

Its Easy As Adding An Option, But The Hard Part Would Be Scripting A Horde Army.
