Hi, I just started a Pahlava campaign and I don't really understand the government systems. I want to make some of my towns like my "homeland" and I don't know what advantages the different governments give(nomadism,migration etc.). Could someone give me some advice. Thanks.

By the way, horse archers rule. I just smashed, on medium difficulty, a seleucid army of 898 with 190 of my own troops( pitifully small armies on large unit size).The enemy units were not great( just a couple hellenic native spearmen, native phalangites, Persian archers and one generals bodyguard. but i still got a Heroic victory. some of you have probably had much greater victories before but it still felt good.

This thread (https://forums.totalwar.org/vb/showthread.php?p=1742890) (the 1st 2 or 3 posts) explains how to get the Pahlava reformed gov't, which is the highest you can get as Pahlava (the thread is from v1.0, but I'm pretty sure this hasn't changed).

I'd go mostly pastoralism with these guys. Pastoralism gives slightly more building options and better population growth, but it's slower to build recruitment facilities. Nomadism disables walls from being built, but lets you build recruitment facilities faster (and cheaper, i think).

I'd say build pastoralism/ reformed gov where you can, nomadism where it's your only choice, and try to keep the # of client states down (those merc generals are expensive).

Migration is not a gov't, migration is a precursor building required for pastoralism or nomadism to be built. However, migration cannot be present in the province if you want to build an allied gov't, for that , just build the "occupation HQ" as a precursor bldg. (note: occupation HQ bldg is not required for migration/ nomadism/ pastoralism, but is req'd for the reform gov't.)
