I've posted my question under "Europa Romanorum" already, but
posting as a separate topic in case it doesn't get noticed.
In either case, I'm playing Romani, and noticed that I probably can't
build any troops in Mediolanum and Naissus in Polybian times.
I understand that in some regions you can't recruit any military
unit at all. I also concur with one of the EB folks that posted a
reply saying that EB is not a unit spam game, and I can also easily
adjust to that.
But I was thinking that Mediolanum should have at least some
Gauls since it's in Cisalpine Gaul, and Naissus should have some units
since it's in the Thracian vicinity.
Can someone comment on this?
EDIT: Just to be clear, I'm not asking for changes in the game itself.
If the answer's something in the order of "because Thracians didn't come
into contact with Romans in Polybian times" I'll be fine with it. I just want
to make sure that these two cities really don't have recruitable units and
that it's not something I'm doing wrong (forgetting a building or something).
They do have troops. Have you tried building higher level regional barracks?

Mediolanium will have Gallic troops, you just have to build up the regional MICs a couple levels before you will get any. You may also want to build a Type3 or Type4 in those areas if you want Gallic troops.

They do have troops. Have you tried building higher level regional barracks?
I think I have a level 2 (or is it level 1?) local MIC for Mediolanum,
and didn't upgrade anymore because the building description page
simply said that I'd just be getting higher level apeleutheroi. I can't
seem to build a faction MIC in this city, despite having build Type I or II
government (whatever highest allowed in Camillian times).
In Naissus, I right-clicked the local MIC and didn't even bother
building one cause the info page said I'd be getting apeleutheroi too.
I just conquered this city last night so haven't built the government
yet, so not sure if I can build faction MIC here.
So you're saying that it is possible to have better "more elite"
units even without the presence of less experienced, cheaper
local ones? I'm just imagining a scenario of upgrading
local MICs up 4-5 levels to be able to recruit Chaonion Agemata while
not being able to recruit Hoplitai Haploi in the lower MIC levels...
Within the scope of the game itself, it makes it hard
to know when to upgrade local MICs or not. It's no big deal
though, cause I have yet to try the recruitment viewer and there's
always this forum.
Anyway, with all my rambling aside... if you've played as
Romani in 1.1, what do you recomment building in Mediolanum and
Naissus to be able to recruit units?

You won't be able to build any sort of Roman troop at Mediolanium until the Marian Reforms have come about. I would suggest building an allied state government (Type 4). You won't be able to get any Gallic troops until you build the level 3 regional barracks. After you do, you'll be able to get all those low and mid tier Gallic troops like Lugoae, Sotaroas, Iaosatae, and others. Then level 5 regional barracks has the elites like the Neitos and Brihentin.

And another related question while at it...
Will EB allow me to keep upgrading local MICs regardless of
government Type? Or will choosing the government Type cap
the max local MIC level?
If it's the former, then I guess I'll have to rely on a recruitment
viewer then. The last thing I want is investing too much time
upgrading local MICs and get nothing out of it.
(Yes, I realize I can also change the government Type after nonstop
local MIC upgrades.)
EDIT: There's good info in the Europa Romanorum thread for the questions in this post.
Type II allow level 3 regional MIC, Type III allows level 4, and Type IV level 5.

My previous post was posted before seeing yours, so don't mind my last sentence about rebuilding governement types.
If, for example, you build a type 4 government and build up to level 5 regional barracks and then you destroy the type 4 government to replace it with a type 2. You can still recruit those units.
For example, you would be able to build Mercenary Greek Generals in Taras if you first put a type 4 government with a level 5 regional barracks. If you destroy the type 4 and make a type 1 with level 5 native barracks, you'll potentially be able to build both ballistae and those Generals.
It's considered an exploit though as the mod really expect you not to do such things, but you can do whatever you want.

There's so much I have yet to experience in EB.
Haven't gotten around to having access to either ballistae or
Mercenary Greek Generals yet...

Although in one aspect it isn't an exploit, since you'd have spent all that money on the upgrades, and put up with the cost of a client ruler for all that time.

a good way to find out exactly what units you can get where using the rec. viewer.
select your faction, then click a province on the map.
go up to the menu bar and select in the VIEW menu PROVINCE DETAILS
select what MIC you want to check (LOCAL, REGIONAL, or ALL) and in the pop-up window, check the "detailed info" checkbox, and the RV will show units available, MIC type and level required.
