Dear Forum,
In my Romani (EB 1.1) campaign I captured Massilia a time ago and established a Government Type 4 in order to recruit Brihentin and Neitos (regional MIC 5); accordingly, a puppet ruler (Celtic Lesser King) was created by the program with fairly acceptable administration- and influence- values.
However, when this puppet ruler died a few seasons ago, no successor was established by the program. Thus, I myself recruited a Celtic Lesser King in Massilia in order to keep the population happy with a countryman ruling in this city.
Although I downloaded and installed the “interloper-fix” during my campaign (the fix is not retroactive), my new governor in Massilia still gets the “interloper-trait” every season (this trait, however, worsens the populations´ mood only by 5%, not 40% before I installed the “interloper-fix). Is this a bug? Why does the system not create a new puppet ruler after the passing of the old ruler? Was it correct that I recruited a new ruler?

It is correct that it did not spawn a new puppet. The way to do that is to demolish your government and install a new one.
From the top of my head (but I could be wrong) the general you created is indeed an interloper (because he is not the puppet). But I must admit I have no idea why the effects are less after installation of the non-retroactive fix.

Ok – thank you very much. Does this mean that I have to destroy my level 4 government from time to time in order to administrate my city with a puppet ruler without penalties?
One more question: I installed the interloper-fix according to the instructions in this forum.
At first I started a new campaign (“start any campaign and quit the game”) and I found out that the fix had no effect on my running campaign.
Then I started to install the fix again and this time I started my saved (running) campaign and then quit the game (before activating the background script)… and the fix seems to have effect on my game.
But is there any possibility that this “double installation” of the fix has negative effects on my game in future turns?

1) Correct. Once your client ruler dies, destroy your govt. and build a new Type 4 govt. Takes 2 turns and you have a new client ruler.
2) No idea.

Is there any option that in EB2 a client ruler spawn when the former dies?

First question would be whether that would be realistic. If it is realistic on certain conditions, such as extremely happy population, effective administration, no foreign meddling into the cities affairs, etc. then it might be an option to do so.
But I would think that is rather the exception.
Non-retroactive means it will only work with new campaigns. Of course, you could manually edit the script (or use the console) and reset the interloper trait each and every turn for that character.

To start with the Interloper fix is to fix interloper traits when they are not supposed to happen. And yes, you guessed it by now: that's not the case with your game.
Point of the matter is:
Type 4 establishes a client kingdom + king.
King dies.
Then either you re-establish a king (destroy/rebuild type 4), or you incorporate it into your empire more closely (destroy type 4 build another government)
To recruit a Celtic lesser king is to recruit a mercenary general; not some new client ruler. Hence he's an interloper. Hence the traits apply.

Ok - I understand... and I regard this system as fairly realistic. I think, I´m going to destroy my Type 4 Governments and rebuild them in case of the puppet ruler passing away.
There remains only the question if the "double installation" of the interloper-fix has negative effect on my running campaign...

P.S. Is it possible to dissolve the costly, but now useless Celtic Mercenary General in Massilia?

Only by "Use general on boat with pirate fleet".
Recruited generals will become interlopers as they are not client rulers. They should leave the settlement and start "generalizing" the enemy. Installing the interloper fix twice has no effect, it is the same if you installed it once, twice, or 15 times. As others have said, create the gov4 again to get a new client ruler, or make another government as this is a perfect opportunity to make changes.
