when I produce longbowmen in Wales, they come out with 0 valour, although the province should give a +1.

Bug, frequent unexplained occurence or I'm missing something?

I get the valour upgrade. The V1 is not clear in the picture of the unit as the longbow is in the way, but it does apply.
