Well, if you don't want to download the game, you're essentially down to only Runescape. Horrible game really, its the definition of a treadmill leveling system.

If you don't mind about downloading, there a tons that you can just find here (http://en.wikipedia.org/wiki/List_of_free_massively_multiplayer_online_games)

Remember that most of them might be laggy, might require you to pay money for the really good items, or might just have tons of hackers and/or glitches

9Dragons has a download, but it's really good.

It was good before patch 44, now they occupied 1/3 of your screen with ads in flash, playing it for free now is plain sick.

castle Wolfenstein: enemy territory is free (it's an fps not an rpg), never got it to work but I understand quite a few people here play it as well.
