KH pergamon

I am just curious. Does the pergamon always revolt and submit to you whenever you play KH? But it doesn't when controlled by AI.

It's default "rebelling to" faction is KH, no matter who is KH...

Can someone please tell me where I can find a list of this "default faction to rebel to" stuff? I'd be interested to know because I _ALWAYS_ see Ankyra turn a lighter shade of green, :yes: and I want to see what else can happen.

I think it depends on government building's upgrade.
