another interloper question

if i do not download the client ruler interloper fix, will i get a ctd if i attcack oter cities with the general with the interloper trait or get any other ctds

because i am afraid that i will mess up some file and cause eb not to run correctly, and by the way, do i need to have the interloper fix to install the newest one created by lord bulla that regards client rulers? Some of my cities that have level 4 governments have been hidden by the fog of war for some reason too.
