I get the same thing. Lots of the time, when I personally take charge of battle, with my professional army. which often ends in clear victories I fail to gather too many chevrons. But when I send a weak force against the strong (Auto resolve) and they comes back all bruised and battered yet they get lots of experience. That's how the game works.

I'm pretty sure the XP trigger must also be tied to number of battles fought as well as kills, I have also had units get promoted without having got any kills, usually on about their third battle.
