Is there a certain amount of times you can use the force diplomacy? In my current Ptolemaic campaign, I'm trying to maintain the balance of power in Greece and Anatolia and I've noticed that force diplomacy hasn't been working. It's around the year 250 I've only used it to give cities to other factions and for ceasefires at the end of my simulated Syrian Wars (which albeit I've altered history as if the Ptolemies always won and kept their territories).

No limit, I've been using it for more than 400 turns and it still works fine. But it does sometimes get difficult if the offers you're using aren't that appealing to the AI. Some factions get pretty truculent too.

Often they won't take something that's too good an offer, as well as too bad. For example you can't normally give away more than one or two cities at once, even with a hefty tribute sweetener. Sometimes I find they'll actually take it if you demand a token amount.

Whenever I gift cities I just ask for map information in return. As I frequently take down the fog of war (I like to see how everyone else is doing) it doesn't really impact my campaign. That seems to be enough for the Force Diplomacy mod to do its thing. That way even a bankrupt faction can accept your gift.

QS: the problem you are having is that you must be offering only one-sided deals, whether beneficial for you or for them. With FD, you have to offer a two sided deal, so even if you ask for their entire empire, protectorate, massive tribute and information and whatever, but offer even just 100 mnai in single payment, the AI will accept it. The same goes for when you are giving them something, just ask for the minimum amount of mnai and they will take it. The FD does not allow straight "gifts" in the technical sense of the diplomacy function. Hope that helps.
