View Full Version : CONQUERED PROVINCES WON'T RECRUIT

I looked through 13 pages of posts but didn't find anything that exactly matches my problem. I am playing the Romani campaign. I haven't modified EB since I installed it a few months ago. I have conquered some provinces in Northern Italy and Gaul that do not allow me to build new units. Only spies and diplomats appear in the recruitment panel. I have instituted Type II governments because they are Expansion regions, but a couple of them are Homeland regions and so I insituted Type I governments in those. Either way, no recruiting. I tried destroying the Type II government in one province and then built the Type III governement (after the requisite military period) to see if that would "fix" the problem, but no luck. I'm guessing that it has to do with those provinces being in the "Time of Freemen" and "Time of Bondsmen" eras of development, but I can't destroy those markers, so what am I to do? I didn't have this problem when I conquered the Greek cities, they are developing the military technology trees as expected and I am able to recruit from them. Is it because I am still at war with their people? Meaning, I haven't fully conquered the Gauls, so does that stop me from recruiting Gaulish units in the provinces I have conquered? But then, why am I not even able to build Romani barracks and units? Please help!

Alright, thank you for that but I have two questions after having read the FAQ's.

Will the conquered provinces begin to allow recruits if, as the conqueror, I build the requisite buildings? For example, if after conquering 4 Gaulish cities and building a forum in each of them, will that cause more units to become available .... or should I simply try to meet the reform requirements for my faction so that I may build Romani MIC's in those conquered provinces?

I think you're asking about the reforms of other factions having effect on your recruitment? Sorry, no. Only your own reforms have an effect on your recruitment. It wouldn't make sense that a conquered people reformed their military in their own fashion, they would rather take after their conquerors as that has proven a better style of warfare.
