I'm on 1.1 byt the way. I have played RTR quite extensivley before.
Playing as the as'wan faction, the one with the Ibex logo, in the desert near the Ptolies.
I had Sataban, Ma'in, and Qataban, the suddenly from nowehre i got given Sinai province (Petra capital city), was this some sort of rebellion?
Question 2, where the hell is the City "Dumatha" in Arabia? It's supposed to be on the corner of Nanatai and Ma'in, there's nothing there! I have looked all over Arabia and i can't find the city for that province!!!

Did you enter into any diplomatic relations with the previous owner of said provence?

Yes, i did actually, they broke off our alliance, after i asked for map info. Kept trade rights though, the next turn i got the province with some slave type units in. Then i was told i was at war with Ptol.
When provinces rebel, they will generally go to the faction that is culturally the closest to them. Sinai is more Arabic than Greek, so when it rebels it will go to you. However, because the inhabitants violently expelled the Ptolemaic garrison, the Ptolemeans are now at war with you. Prepare for a major challenge: the Ptolemeans armies are far stronger than yours, and they can offered lots of 'em. Perhaps you can restore peace by gifting the city back, but one time or the other the Ptolemeans, Seleucids or both are going to come after you.
Dumatha has been removed in the 1.0 build of EB. You can find the current map here (https://forums.totalwar.org/vb/showthread.php?t=88708).

Since you are well versed with the provisions of the agreement, I withdraw my assumption that giving you the region was part of the agreement. This will require the aisstance of those who have played EB more than I. I, like you, am a total war junkie but an EB noob.

Dumatha has been removed in the 1.0 build of EB.
This makes your life a lot easier when you play as Saba, now you have only two fronts in Arabia. In 0.8 the AS and the Ptolies really loved conquering that province.

I'm, playing hard/hard, i donlt really see how i can defeat the Selucids or Ptol's long term whoever wins that battle, but i wanted to get used to the game so i had a go with a desert faction that was new to me.
Thye aked me for the region back and to be become a client kingdom - i refused.

Yes. Technically, central Arabia is part of the same province as the Sahara (Eremos) and can be conquered by occupying Terhazza in the lower left corner of the map. However, you can only reach Terhazza through cheating (the town itself is used to place script markers, so you'd better stay away from there anyway).
