....regional units in iberia playing as the Luso, which type of government should i build? type 3?

couse i've put all iberia as type 1, and the two carthage cities are type 2, but not many regional units, i suppose i need to build type 3 or 2 ones?

Type 3 or 4, preferably 4 if you want all of them.

I never created a type 4 as Luso, but i'm sure it summons a client ruler, are they really -expensive-?

They can be a drain, yes, and plus they count against potential family members. Only build a type 4 if you mean it; they're really much better for large empires.
