you need to get out of your homelands you have to get to one of gauls settlements (i.e. the one in italy just south of hte alps)

edit: you have to build the second military building type aswell!!

Build a type 3 or 4 government and a regional barracks. I think for Romans its called an Auxilia Delicta Regionis.

And with Gauls, you won't get any troops until at least the third tier of barracks, which requires a type III government, I think.

II for level 3 local barracks.

To get a decent levy you need a full level auxilia and an APR government. It is quite worrying when you get nothing at first, but when you build a large levy you actually get troops.

1. conquer
2. tear down existing government buildings and barrack buildings
3. build "initial pacification"
4. build lvl 4 "allied state" government
5. start to build up your local barracks (the brown-roofed ones)

1. conquer

Although its already stated above, be sure it's a Gallic settlement you conquer. Mediolanum, for example, is good.
