Carthaginian Recruiting Station Misbehaving

Right, so I couldn't find anything on this. I just upgraded my Factional Recruitment Training Center to the next level (four, I think) in the city of Carthage in a 1.1 Carthage campaign. Unfortunately only some of the new units that are listed in the building description showed up in the recruitment sheet. Specifically, two projectors (arrow and stone) and the Elite Liby-Phoenician Infantry are now newly available for recruitment, but the Liby-Phoenician Heavy Infantry and Iberian Assault Infantry are not recruitable, despite being on the list in the building description.

So, is a bug/glitch/purposeful design, or am I just doing something horribly wrong?

those units are part of the Carthaginian reforms and are recruitable after the reforms requirements are met. they are easy to find if u need them, but here they are anyway

-At least year 235BC
-Build at least 5 lvl 5 regional mic in certain cities (cba to list them :))
-Hold 3 of either Iberian cities or Italien cities
OR
-wait until 200BC
