how can one of my guys get that trait? is it only like ur born with it and that it? also i tried cheating but it keeps saying cant find trait in database

I'm guessing you need a consul for those reforms.

Popularis appears to be a trait that predominates among pleabians. Particians get "optimas" instead of "poupularis". Also, worshiping at a temple of ceres also helps greatly.
