Barracks question

Hey, I have a quick question from someone who knows the anwser. I have taken Regium a while back and have a level 1 for my homeland province (I am Romani). So I am wondering when can I start building normal barracks to recruit Roman troops? I have both native troop buildings built (Level 1 and 2) and now I am in a position to build a normal barracks but its not an option? Are there any pre-reqs for it?

the map shows Rhegion is not yet considered a homeland province until the polybian reforms
check the script to see the requirements for the polybian reform
(IIRC, you need to hold the whole Italian peninsula)

Short answer is you need the Polybian reforms. Check the FAQ for requirements, the earliest it can be achieved is 242BC.
