If I give a governor's title to one of my generals, and then move him into other provinces, is he still considered the governor or earl of that province? If so, does his acumen still affect the taxes in that province, or are they determined by something else?

Yes, he is, and yes, acumen, dread, etc. are still in effect, as long as there is a clear link to his province (unbroken chain of provinces or sea routes).

No it is the king that needs to have a link...

I have given the title King of Naples to a general in Lesser Armenia the first round as Byzantine (Early), his stats worked well boosting the loyalty and income. And we all know that Naples is a lost province for the Byzantines from the get go.
