I´m in the year 228 BC of my Roman campaign and when i started this campaign i´ve made a few clear rules but i´m starting to doubt if i´ve made the right choices...
All settlements in the Roman heartlands have a standard level I government building (i guess).
I have given all other settlements on the Italian pensinsular level II buildings (including Sicily, Sardinia and Corsica).
If my troops occupy a settlement from any faction i install a level III government, settlements taken from the ''free peoples'' get a level IV government.
So now i´m doubting if i am on the right way :embarassed:
Did i make logical choices or....

Well, the first two rules sound logical. About the last one, I wouldn't be too sure. Messana is a city that belongs to the Eleutheroi, but also to the island of Sicily. So why install a level 4 government there? I guess it really depends on what you deem the best choise every time.

I´ve given Messana a level II government. Only settlements taken from the Eleutheroi outside the Italian peninsular get a level IV government ;)

Ok, but still. Cities like Massilia or Emporion where, historically, not given such freedom. They where absrbed by the Republic and slowly became a fully Romanised city.
I would be careful about building lvl4 govs, as the Client Ruler script is a bit unstable.

Well, one might be careful in using client rulers, but for different reasons - role-playing, financial isues (they might be expensive), etc. But so far I find the client ruler script very stable and reliable indeed.:yes:
I thought the client ruler problems had more to do with adopting them into the family tree ... the player could simply not do that. The problem is that the computer does build Type IV gov't and is happy to adopt them into their family tree when possible. I wonder if client rulers could be made totally immobile so that they are involved in less fights and so they would be adopted less ... it would also keep us from moving them out by accident and losing all their influence (which they never get back by moving back to the city).
You cannot build factional MICs outside your homelands until the Polybian era, and not outside Italy until the Marian one. So, recruitment wise, there is no benefit to building type II governments until the reforms. Setting up puppet-rulers outside of your homelands is certainly not ahistorical.
I am not sure why one would make a distinction between cities captured from the Eleutheroi or factions. Remember that the Eleutheroi are simply factions that didn't make it into the game. Type III and IV both represent puppet rulers, they just differ in the amount of control your faction has over the government.
So, recruitment wise, there is no benefit to building type II governments until the reforms.
In the mentioned regions it doesn't do any harm either. Some advanced buildings, like Aquaeducts, require a Level 2 government as a miminum, so it's always a good idea of building these where ever possible.

Roleplay wise, Level 4 governments represent independant states that are not part of your Empire but kept as the (very) junior partners in an alliance. You should treat these as much distinctive from your other provinces as possible. For example:
- It can only be ruled by a spawned client ruler, a recruited general or (if you don't use the client ruler script and traits) by a family member that has been apointed king there (evidently not possible with the Romans) and passes the government to his son, while he cannot become faction leader or heir nor governer of any imperial province or commander of any imperial armies.
- The garrison can only be composed of troops that have been recruited in this province; and units that have been recruited there cannot be part of the permanent garrison of any imperial province.
- The army of this ally cannot be larger than what could be kept up by the income of this town. This army can be used with the factional army on campaign and the client ruler may accompany his forces as sub-commander of the main army. After the campaign these allied troops should return to their parent town.
- If he feels fit to do so, the client king might attack neighbouring Eleutheroi towns on his own (i.e. only using his forces). In case of a success, the conquered town recieves a level 4 government and is to be considered a part of the allied king's empire (= creating a subfaction)

hey konny,
I heard you like to make rome a type IV at first so that you can make a level 5 MIC, so that you mayrecruitable generals throughout the game. is this true and why?

Making Roma an "Allied Town" to the Romans?!? Me!?! No way!
I think you confused it with the point that I made Roman Generals (= Equites Consulares) recruitable there, but that is from the existing factional MIC under a proper homeland government.
