Sorry about starting a whole new thread just for this, but anyway, here goes:

In EB 1.1, (download today, since my previous installation was uninstalled by mistake:wall:), I've just started my first campaign as Hayasdan since 0.81, but soon discovered that all regions in the area, including my starting province, had the "alliances avalible"-configuration, and not homeland. What is the reason for this?

Hayasdan have a series of refroms, you will need to complete the first of these to build homeland govts. The FAQ will tell you all you need to know. Also check the maps thread for where you can build reformed govt, I think there is a preview somewhere that has an in-depth guide.
