Welcome aboard tigbawan93 ~
I presume your talking about R:TW? If not, forgive me.
The simplist, yet slowest, solution, is to do a complete re-install to reset the file to how it was. This will delete your saves, but these are recoverable.
To do this, before you uninstall, simply enter either your "C:\Program Files\The Creative Assembly\Rome - Total War\saves" directory, should you possess Gold Edition, or "C:\Program Files\Activision\Rome - Total War\saves" if you own a standard version of R:TW, not Gold. Custom paths may vary.
Once you have entered the save storage folder, simply right click upon the game(s) which you desire to rescue, select copy, enter your "My Documents" folder, right click and paste. Your save is rescued. Now your old game is saved, you can uninstall your R:TW game and then re-install it.
Once these actions are completed, load R:TW, start a campaign, and then exit the game. This will create all the necessary files required to complete the next step.
To complete the final restoration of the save open up your "My Documents" folder, right-click on the saved file and select paste. Once you have completed that enter either your "C:\Program Files\The Creative Assembly\Rome - Total War\saves" should you possess Gold Edition, or "C:\Program Files\Activision\Rome - Total War\saves" if you own a standard version of R:TW, not Gold. Right click in the folder and simply select paste to restore your save to it's former location.
The second option, which may be a little more complex, is to attempt to correct or clean up your file.
The file should look like this:

Bear in mind that the spaces infront of the faction's names are tab spaces inputted by the tab key - they are not spaces of the conventional "space bar" kind so, if they do exist, use them.
I can't post a clean descr_strat BTW, since mine is modified slightly. Our versions may also not be the same, which could also pose a problem.
Good luck ~:)
