Some days ago one of my settlements in Lusitania turned to eleutheroi after an uprising, however I noticed that the garrison and the army that went out in search for enemies were made of Hellenic native spearmen and Persian archers:

The eleutheroi have a capital too, and in this capital they can recruit all units available to the eleutheroi,not just the local ones. So maybe that's the reason?

I do not think the types of rebel units are bound by geography but that they can appear at random.

Rebel units are bound by geography, except when the game engine thinks it shouldn't, which is not common but does happen.

I´m sorry for providing a wrong answer then, I figured that I had seen misplaced rebels often enough for me to doubt they were region-specific, even though most were.

I´ve seen rebel persian archers and hellenic spearmen alot in Iberia aswell by the way, whatever the reason.
