I know that this faction is supposed to get a reformed government, other than the traditional nomadism and pastoralism.

I have seen the resourse map and I know where I can build them, but...

I was wondering how do I go about getting this form of government, and what benefits it offers?

if you follow this construction queue you can build Reformed Parthian Government and reach MICs.
do not forget to build prequisites for example you have to build first nomad market to build large nomad market same as Warlord's Horse Herds etc.

if you download Parthian Building Three :book: it will help you much but do not build something before :whip: otherwise you can recycle the process :thumbsdown:

and one more advice for strategy use Blitzkrieg Tactics and do not attack your allies; concentrate all of your military forces against A.S. after you conquer Persia, Mesopotamia, I also just conquered Syria (it depend on you) make ceasefire with A.S. give tarsos and mazaka if pontos do not have them to create a buffer zone between you and A.S. and do not increase difficulty more than hard for battle medium
because in third turn you will go bankrupt... and you lose your armies you have no chance rebuild them.

the rest depends on your decisions ; if it helps follow my AAR a complete blitz on how I conquered Persia, mesopotamia, syria and paralized A.S. and exiled them to Asia Minor.

You will face many enemies but do not lose you temper. Do not forget even your fresh Dahae Horse Archers can wipe out tired hoplites....
