Europa Barbarorum Hotseat Campaign

Hi all, I just wanted to know how to get a Hotseat Multiplayer campaign working. I've read a few threads about working original RTW hotseat with save files, but I have no idea how to work hotseat with Europa. Can any of you tell me how it could work out?

IIRC it wouldn't work, because the script will only place government markers for the first faction, so the next ones wouldn't be able to build the right ones in their homelands.
