Is it really worthwhile to wait till Rome has palaces before invading? My current units I can produce in my homeland are already very good and with large numbers of cavalry I should have no problems with crushing the Romans or any of the barbarians north or west of her. I am debating whether to strike Rome while they are weak and quickly overrun Italy or hold off another 30 years which might make them a much more formidable foe.
I am playing as Macedon on Hard/Med.
you're talking about the hard coded marian reform, right ?
from what I recall, only Baktria and another faction I don't remember (not SPQR) benefit from it.

Other Reforms:
All other factional reform units are tied to the "March or Time" event (Vanilla Marian Reform) which requires the Romans to build a huge city in central Italy to trigger. This is just an arbitrary time delay.

it's kind of frustating though because I know I'm overlooking something and I can't tell what it is.

I think Macedonia gets their reformed phalanxes after the vanilla marians?

Greeks get a pike unit, macedon gets a new quasi elite pike unit with decently wide recruitment, Pontus, Hai, Parthians, Saka, and Baktria get their late generals, rome gets a few new ships, and I think that's it.
