hi i am new to EB.
I am playing with Carthage.
I am in the Year 196bc.
I connquerd all of Spain, all of italy, Sicily, the city of Massilia and i control the North African cities from Sala to Garama exept for Tuat and the sahara region.
I have build Phoenician Client States in Massilia, Garama, Kritan, Siga, Tyde and Emporion plus Integrated Barracks,Stables, Armory, and Storage Facilities for Foreign Natives) of the highest level.
And i have the largest faction barracks in Carthage and Libeo. Still no reforms
Im i doing something wrong?

Have you started the EBBS, EB Background Script. Sounds most likely that you haven't. At this stage, if you haven't, the best option is to start your campaign afresh as starting the script so late into the game is a cause of some really bad problems.

To start the script click on a settlement both when you start a new campaign and when you load a campaign savegame, and then follow the advise of the advisor
