Hai troops

I understand that I need to get the Hai reforms inorder to get factional and persian troops. Is there a way that I can just unlock the troops without having to do the reforms. I have no intention with the Hai to advance eastward so I would just rather have my troops availiable at the start. Could somebody help me on this please!!!!! I would appreciate it!!!!!:help:

You could alter the requirements for governments in the export_descr_buildings.txt so that you can build any government anywhere, simply having houserules on government placement...

could you explain how to do that or perhaps tell of an easier way around this?
I checked out the edb and couldnt rightly figure it out.

better yet how could I just put a lev 1 gov in my homeland providence at the start of the campaign. I could live with just that if I am able to recruite my factional troops with it. If not then there has to be something around this pan-cauc reforms thingy
