I have found that once your empire reaches a certain size it is no longer practical to comand the building process in each city and so I usually set the cities on auto-build. The problem that I have been having is that when I do this and set the computer to either "balanced build" or "cultural build" policy it keeps on spending money on creating high level MIC in the centre of the empire (where they are never going to be used). Does anyone have any suggestions about this? Would "growth" or "financial" policies fix my problems?

Why do you not think it is practical. The RTW AI is dumber than a chicken. I own about 110 territories as the Romani by now and it takes me about an hour or even more just to do everything on the strat map, but by Jupiter, is it worth it! I never let the AI do anything in any of my Total War games. There is just nothing that you could do to make the AI do things better except taking over yourself. Not only this, but I enjoy all of that micromanaging more than battles actually.

Has no one else had this problem? I like playing EB for the battles - not micromanaging all the cities in my empire. Any suggestions?
