Is it just winning battles? Is it winning battles where you are outnumbered?

Does the leader have to do some killing himself?

I have a 5 command general who cannot increase his rank and he is killing everything in his path.

You get an increase for winning net double the number of battles each star.

0-1 = 1
1-2 = 2
2-3 = 4
3-4 = 8
4-5 = 16
5-6 = 32

etc. etc. (i think so anyway thats how it was in shoggy)

the skilled defender and or last stands, come seemingly randomly from winning in those situations, i guess the better you do the more likely they are.

having a 5 star leader with field defence specialist (+3 in defence), will report 8 stars in your provinces and 5 in attack.

the Leader killing people, just stops him picking up bad vices like no so bold and lowering his mens morale. It may although i've never seen it (may have been patched) give him warrior virues like mighty warrior (+valour +morale) and secret killer (+valour +dread), as well as scarring (+dread -health).

so in your case, if you havn't won 32 battles with him, give him a title or two to help him on his way. Note i think the calculation is done on base command, i.e. before titles, so 5 star generals can increase in rank in 2 victories if their titles give them +4 command.

in other words the idea of anyone but your king and heirs being a natural 9 star is unlikely, more like a 6 star max with some titles and good virtues.
