I had noticed that a few factions have "special units" which they start with, but I haven't been able to find a way to train or recruit. Examples would be Druids and Screeching Women. Is there any way short of mods to get more of these units?

You get Druids and Screeching Women from the temple line buildings. Berserkers, Woad Warriors and Naked Fanatics come also from there. Check the building browser to get more details.

I think he might mean the odd lump of troops that just exists with no building for it at the beginning of the game.

But to answer the question I don't know.

You just need to build the right building to recruit/retrain them.

It's the same as the Julii having Triarii and Archer units at the beginning of the game though they can't recruit/retrain them for some time or like the Greeks having Spartans at the beginning of the game.

You just need the right buildings.

What Ibu-Khaldun said. All units in the campaign map could be trained and retrained with the right building and resources. For Barbarians by upgrading the local shrine or pub (tavern) you could effectively get some awesome units. :yes:
