Raiding means you have to own them once but are allowed to lose them after that.

A real hardcore raid is executed thusly:

1. Conquer the city on question

2. Chose to enslave its population (for roleplaying purposes I often pretend I use the old option of extermination, as enslave and exterminate is the same gameplay wise)

3. Raze all razeable buildings. Everything. Just destroy it.

4. Leave the city. Don´t leave anyone soldiers or anything, just abandon it. If you want to you can raise the taxes to Very High, it will give you a couple of extra Mnai during the turn it takes for the city to revolt.

5. Sit back, sip your drink, put on some good music, and be pleased with a successfully undertaken raid.

If you do this on the correct cities you can effectively destroy your enemies ability to raise armies.

Since you´ve destroyed all barracks and blacksmiths, no. Usually just enough to keep the place from revolting.
