It's my first time around with Rome playing 1.1. I conquered southern Italy, Segesta, Massila and a few other cities and installed type 1 and 2 governments but the Romanized barracks aren't popping up on the build menu. What's the deal? How do I build Roman troops in new provinces? Never had this problem before.

Camillan Hastati, Principes Triarii cannot be built in every town, you also cannot build them in Segesta, Bononia or Pavatium.

In some italic towns you have the possibility to build very strong Samnite units.

After the Polybian reform you can build polybian Hastati, Principes and Triarii in Segesta, Bononia or Pavatium, but still NOT in Massilia or Syrakousai. There you can build Levy hoplites who are capable of defending a town quite good. In Karali on Sardinia you can build quite good archers.

In Roma itself there are the strong Pedites Extraordinarii available once you've reached the time of the Polybian reforms.

Camillan Roman infantry can only be recruited in your starting territories in central Italy. For all conquered regions, you should install type IV governments initially, build up regional barracks, and recruit regional troops.

After you get the Polybian reforms, then you can recruit Roman infantry throughout Italy (but not Gaul or Sicily or anywhere else.)

Only after you get the Marian reforms can you recruit Roman infantry outside Italy.

Rome relied heavily on allied (regional) troops in its early days - so will you.
