As the Qarthadastim, I just conquered Tuat (Gaetulia) and there was a barracks-style building called 'victory'. The description said: "WARNING: This baseline short description should never appear on screen!"

Is this potentially a problem or will it be fine?

I mean, it seems like it will be fine but I'm getting badly sick of unavoidable fatal CTDs later in game (typically when I'm only 2-3 provinces from winning)

The Tuat building is harmless, just leave it alone. I've added an entry in the frequent issues for it now.

Not so much a bug as a necessity. In EB2 we'll be able to store information in counters that are persisted across savegames, so we won't have to create these marker buildings.

@OP: You should definitely not destroy these buildings. These are only dropped by script to track 'state' (as Bovi said) and only in 'remote' places like Tuat. Destroying these buildings could even impair the script later on.
