Averni Reforms

Quick Question: Do Averni/Audei receive such changes and if so, what conditions are required for them to take place?
Edit: Also, I have the City Mod installed if that may conflict with anything.

The celtic nations receive at least two reforms I think (Time of the... and Time of the ...) but I don't know the exact requirements. They can only trigger after a certain date though.
