What does this building do? It says something about freeing slaves, does that mean that you can recruit slaves or something?

in this building you can build regional troups. but not always, it depends on the level of your governement. Governement I will give you the fewest amount of units, lever IV the most

So you're saying the more of those buildings I build, the less slaves will revolt?
The opposite actually. When you upgrade your regional MIC, which is the type of building your talkign about, it says how many units of slaves will revolt. This number of slaves is the amount of units of slaves (a weak but numerous unit) that will become the force under your command should your settlement be taken, and then revolt against the invaders back to your side. This also happens when a city you may have just captured revolts, and you havent destroyed their Regional MIC; slave units appear, usually with an annoying 3 gold chevrons and the third armour and weapon upgrades.

But don't even think of these buildings in terms of what the slaves can do for you if you lose the settlement. That's really the most minor of minor benefits that these buildings can do for you.
The main reason for them is to allow you to recruit troops from that area to fight for you. Like your factional MICs, the range of troops that you can recruit will vary from province to province. Use the recruitment viewer to work out which "foreign" troops you want and where to get them, and then build up these buildings in those settlements.
The government level determines how high you can build up both your own and your foreign MICs. The key number to remember is that you get 7 levels per government. Level 1 government gives you 5 levels of local, and 2 levels of foreign MICs, level 4 gives you 2 levels of local and 5 levels of foreign MICs. Of course level 2 and 3 governments are in between.
The range of "foreign" troops you can recruit usually (but not always) expands the further away you get from your home territory. And of course the high level MIC you build the better troops you can get. Keep in mind that in some areas you can't get betters troops beyond level 2 or 3 MIC.
One exception to this is foreign generals. These can always be recruited in any province with a level 5 regional MIC. Of course to get this you need a level 4 government.

Yes, although I think that Carthage is an exception to this rule. I *think I remember* that they can go 1 level of local (foreign) barracks higher, so lvl3 with Gov1, lvl4 with Gov2. But for lvl5 they still need Gov4 ironically. :grin:

Um, no. We have no control over how many units are created in a revolt, only to a certain degree the types of them. If there are no other units available to recruit in the province when it revolts, it will choose the apeleutheroi and sometimes a couple of the mercenaries that are available.
So when it says the amount of slaves that will revolt...is that the minimum number of units?

Yes. And the number is irrelevant when the revolt occurs. We use this trick to entice the AI into creating MICs even if it can't benefit from each upgrade, so they will reach the higher levels.
