Right I've got to 101BC, I've got 90 settlements, I've got 45 type II govts, I've got the man Quintus Augustus, I haven't triggered the reforms after about 5 moves.

Searching through the forums I found a thread relating to Type II govts where the marker doesn't show on the city list because of the 24 building limit. I think when my guy became faction leader and Augustus this was the case with some of my settlements. Since, then I've reformed my cities so I have 45 visible type II settlements and all other requirements.

Will the reforms trigger if I already have the character and then meet the settlement requirement?
Is there a slight delay in the reforms triggering anyway or do they take place when the Augustus trait appears immediately?
If they haven't triggered for the current character can a later character get the Augustus trait, I already have another guy with High Ambitions though he is unselfish? I could make him heir and get Quintus killed.

Augustan Reforms are a little wonky and difficult. Here, try this: Make it turn and territory based, not Trait based and all that.
