Rebeling cities switching factions?

I have rebeling cities switching factions; is this normal? I am magically getting new cities. Are they rebeling, then becoming mine? This happened to one of my neighbors also. One of their cities became another faction's.

This is normal, many cities have a "Faction Creator" that they rebel to if owned by a different faction. If the city is owned by the "Faction Creator" it goes to the eleutheroi. Quite common, it's not a bug.

The most common occurrences of this happening are with the Koinon Hellenon (Emporion, Massalia, Trapezous to name a few) and the Sab'yn.

Such kind of rebellions broke my alliance with AS. I was thrusworthy ally(Makedonia) of theirs and helped them to take Nikaa. After a few turns the city revolted and joined my slowly rising empire. Seleucids assaulted my forces near Pergamon and blockade Rhodos. Most suprising to my was sudden ceasefire between them and Ptolemaics. Right after that huge Ptolemaic army(full stack) marched towards Sardis - currently besieged by my forces. They are ALLIES:furious3: by now!!!

It sucks the most for the Saba, who have some Arabian conquest of the Gray/Yellow Death rebel to them and fight their phalanxes with Arabian levies.
