I'm at the beginning of my Qarthadasht campaign. 253bc, I've secured part of Iberia, all of Sicily and Rhegion. War with Rome is looming on the horizon. Everything looks good, but still there are a few things I don't understand.

1) In Qarthadasht victory conditions, the whole of Iberia is marked as an expansion territory (territory I have to conquer to meet victory conditions) however many of Iberian provinces are "Outlying region" for me and I can only build there lvl 3 or 4 governments.

2) In Qarrthadasht itself I've built "Basis Tsbai Mevutsar" which should allow me (according to description" to recruit a lot of elite units. But Only one elite unit type added to my unit roster after this expensive building was finished ( I think it's elite African infantry). Something similar happened with another MIC in Arse. According to description I should be able to recruit Iberian shock infantry from 7500 mnai MIC, but in that case no new units appeared.

Am I doing something wrong or those units will appear after reforms or something?

you must wait until carthage is able to get its reform. i think around 235bc +5 big markets and mic + holding some special region, just read the faq for it.

1) this may represent what would be the outer fringes of Carthages possible expansion area and so may not become as "Carthagised", Anyway, lvl 3 and 4 governments aren't so bad (particurlarly lvl 4) at all

2) Before you build an MIC you should chek what units it can recruit by right clicking on the building, sometimes they don't build anything, if the building says it will recruit a unit but doesn't when you build it you probably have a glitch which I cannot help you with.

1- Victory conditions and where you can build governments are not connected. Governments vary from faction to faction and for Kart-Hadast Type3s are a pretty good government.

2- Reform, see the FAQ.
