Although in Athenai there is a homeland marker, the Type I government doesn't seem to, well, fit an Athenian democracy. Should I build one anyway? Will FMs raised in a Type 1 governed town have completed Agoge training even though they're not in Sparte?

I believe you are supposed to look at the KH govt types slightly differently from other factions, a type one is Spartan style and type two would be more Athenian.

Depends on how you like to RP the Koinon Hellenon. Type II would be the Athenian democracy, while type III would leave a local tyrant in place (which happened often). FM's raised in a type I governed town will not be in the agoge (unless it's Sparta).

Type 1 should only be in Sparta. I have one in Crete though, because its being controlled directly by Sparte, as the Ionian islands and lesbos are controlled by athens. Basically theres gunna be a massive civil war between Sparte and Athens. This is why I love KH, theres so much possibility for RP situations.

I must type this out at least once or twice a week...
basically, you decide the sides, and when enemy armies touch adjacent tiles, they will battle. Use the multiplayer EDU and play a custom battle. Same army composition. loser's army is disbanded, kill the enemy general in console, or exile him.

IIRC Crete didn't have a full-blown agoge, but they did have communal barracks and such for the people. Thessalia and Byzantion also (ab)used helot-like underclasses to do their dirty work. This is why these cities have a homeland marker for the KH: they already had several of the elements required for the agoge. Athens may have received one because part of the upperclass always admired the Spartan system, and wanted to institute it in Athens.

What is the Type II exactly? I'm doing an AAR and governments are going to be one of the crucial parts of it, having somewhat to do with another Peloponnesian war
I understand that III is just a Tryanny of sorts, IV is letting the city rule its own affairs, with military control given to your faction/alliance, and I is direct Spartan control.
Type I doesn't mean Spartan control, but institution of a Spartan-style society. Type II means full membership of the KH, without institution of the Spartan agoge. This is generally equated to democracy, but I think it could also mean a tyranny like Corinth. Type III means occupation, without full membership, leaving a local magistrate or one of your family members in control. Type IV is a subject ally, a friendlier version of type III where the locals have more influence.

Hmm, can you actually fight the same faction in multiplayer?? How do you kill a enemy general/ family member in console??

theres alot of factions that share some units. if you cant find the exact unit, substitute with one thats similar.
